its not a water main thats a broken pipe. from the size of that manhole its used for drainage to channel heavy rain, its also probably below the water table. anyway these water ways are connected, dont know if they are controlled to open or close manually from excessive runoff but that was probably the lowest point in the system judging from that water spout it just took too much pressure and wasnt supposed to handle that much rain
